Anastasiya Kazakova

Cyber Diplomacy Knowledge Fellow and Geneva Dialogue Project Coordinator, DiploFoundation

Anastasiya Kazakova, is focusing on cyber conflict, cybercrime, and cybersecurity governance. At Diplo, Anastasia delivers training and capacity-building programmes on cybersecurity policy and cyber diplomacy, including curriculum design and lectures for diplomats, policymakers, and technical experts. Her research focuses on the implementation of UN cyber norms, coordinated vulnerability disclosure, supply chain and software security, and cyber resilience.

She also designs and facilitates scenario-based discussions and tabletop exercises addressing crisis response, critical infrastructure protection, and practical norm implementation. Anastasiya also leads the Geneva Dialogue on Responsible Behaviour in Cyberspace, an international process established by the Swiss Federal Department of Foreign Affairs (FDFA) and implemented by DiploFoundation. The process engages over 69 organisations from industry, academia, civil society, and the technical community to advance the implementation of UN-agreed norms, where she leads the project, conducts research, policy analysis, and expert advisory work.

Previously, Anastasia was Senior Public Affairs Manager at Kaspersky, where she coordinated the company’s global cyber diplomacy and led its Global Transparency Initiative to enhance accountability in cybersecurity. She co-chaired the Paris Call Working Group 6 on ICT supply chain security, contributed to OECD policy development on Vulnerability treatment and Digital security of products, as well as  helped establish Kaspersky’s Ethical Principles for Responsible Vulnerability Disclosure. She speaks at international fora including the World Economic Forum, UNIDIR Cyber Stability Conference, Singapore International Cyber Week, and UN IGF.
